In March of 2015, Mr. Kastrati is appointed (for the second time) as a Deputy Minister of Ministry of Trade and Industry (MTI), in the Cabinet of Isa Mustafa. From March to December of 2014, Mr. Kastrati was a Deputy Minister in MTI, in the Cabinet of Hashim Thaçi. Also during the period of September-October 2014, Mr. Kastrati was the Acting Minister of MTI. And during the period 2009-2013 he was the Mayor of Municipality of Mitrovica.

Mr. Kastrati is an Engineer of Machinery – with the Major in Manufacturing.
During the period of 1971-1975 he was a teacher of professional subjects in Technical Secondary School ”Boris Kidriç” in Mitrovica. He also worked in Technical High School – branch of Mechanical Engineering, as a professor of professional subjects, and he was among few who lectured in Albanian language.
During 1976-1978 he was director of maintenance of the Zinc Metallurgy in Trepça, and professor at the Technical High School in Mitrovica.

During 1979-1982 he was a technical director at Transkosova (an enterprise for transportation of goods), during 1983-1987 he was Director for maintenance of Chemical Industry in Trepça.
From 1987 until 1989, Mr. Kastrati was the director of Factory for Process Supply in Trepça, while from 1990 – 1999 he was the owner and manager of the private company "Noring" with headquarters in Mitrovica, as well as the owner and manager of private company "Oil Trade", with headquarters in Prishtina, during 1999-2009.

Mr. Kastrati has been a member of the Steering Board of Kosovo Chamber of Commerce, Former President of the Association “Friends of KPC” in Mitrovica, sponsored sport activities of Boxing and Basketball in Mitrovica during 1990-1999.
Also, during the period of 1990-1999, Mr. Kastrati provided 20 scholarships for students of Mitrovica on behalf of "Noring" company.

During the war in Kosovo, Mr. Karstrati financially supported Kosovo Liberation Army and many families in need. He also provided school supplies (chalks) to all the schools of Mitrovica during 1990-1999.

Mr. Kastrati was also the founder and the first President of "Rotary Club" in Mitrovica, as well as the Chairman of the Professional Committee for development projects for Donor Conference, proposed for Mitrovica region in 2008.

Since 2002, he is a member of the Democratic Party of Kosovo, and now he is the head of PDK branch in Mitrovica and a member of the Steering Council.

Avni (F) Kastrati was born on 1948 in Gjakova. He lives in Mitrovica with his wife Afërdita. He has a son and a daughter, they are both married and live with their families, as well as he has 2 grandsons and 4 granddaughters.
