License Application Form
In order to obtain an individual or global license, you must submit a standard-format application, including documents meeting the relevant requirements, to the Ministry of Trade and Industry.

An application must be signed personally by the applicant, whether it is a natural person or the official representative of a legal person. An applicant must confirm in the application that he or she will immediately inform the Ministry of Trade and Industry in cases in which he or she becomes aware of information concerning the use of the goods, in whole or in part, for the development, production, use, maintenance, stockpiling, detection, identification, or dissemination of chemical, biological, or nuclear weapons or other atomic devices or their means of delivery, for military purposes, or for purposes of endangering national security.
All applications must be submitted to the Ministry of Trade and Industry in official languages.
Supplemental Documentation Requirements
The following documents should be appended to an application:
- A copy of the activity license or permit, if it is required for transactions or activities involving the items
- Documents reflecting the quality and technical specifications of the strategic goods such as the chemical composition and the Chemical Abstracts Service (CAS) registration number, if such a number exists; examples include:
- A product manual, technical and/or operational description of the item(s) in question, and schematics or other document identifying the parts and components that compose the item are examples of documents that identify the technical specifications of the strategic good(s)
- A strategic commodity classification determination issued by the Ministry also provides evidence of the technical specifications of the item in question
- A contract for the goods to be exported, imported, transited, re-exported, or re-transferred or for the related services to be provided, if available
- You must demonstrate that there is a commercial relationship between the parties to the transaction and that the sender, recipient, and intermediaries in the transaction have a shared understanding of the type, quantity, and value of strategic goods and other information identified in the license application submitted to the Ministry
- In the absence of a contract, you can submit a purchase order or purchase orders from the end-user of record, the sender, and/or the recipient that provide evidence of the transaction and reflect the information identified in the license application submitted to the Ministry
- You may also submit a certificate of origin and any of the other documents to demonstrate that the goods are of Kosovo origin or originated in a country that does not require a party to the transaction to obtain prior authorization before allowing the export, import, or movement of the goods in question through the territory of that country
- For any transaction other than an import, the Ministry may request the end-user’s confirmation of the terms and conditions relating to the end-use or an end-use control document issued by the relevant authority of the destination country, with specific conditions; for more information, see End-Use Documentation
- In the case of export and re-export, you must submit an original end-use control document
- In the case of an electronic transmission of technology, the Ministry may request that you submit a copy of the information network security plan. The information network security plan should include information such as anti-virus measures, anti-spyware measures, firewall mechanisms, and data encryption measures to prevent unauthorized access to the network, wireless security, network hardware security, and data protection and integrity
- You may submit other documents if you deem them relevant for expedited review of the application
The documents must be submitted on paper or electronically in PDF.
Documents attached to an application, except for documents presented in the official languages and English, must be provided with a translation into the official languages or English, as appropriate.
