Yesterday, MEETIESI has been informed by the media and the public enterprise “Trepça” J.S.C., that the temporary supervisory board has dismissed the chief executive officer Basri Ibrahimi. His dismissal has been a demand of the miners’ strike council, that have gone on strike due to the salary delays.
But, in his statement to the media, Mr. Ibrahimi accused the Ministry for having hand in his dismissal and for intentional delay in granting subsidies, which were allocated by the law on budget. His statement is untrue.
In fact, the ministry has treated Trepça J.S.C with priority, putting it ahead of other public enterprises, due to its sensitivity to miners.
Prior to granting subsidies, the Enterprise must submit to the Policy and Monitoring Unit of Public Enterprise at the Ministry, the data on projects and operations to be supported by subsidies. Mr. Ibrahimi has submitted the data with delay. Despite this delay the PE Unit has finalized the draft agreement for Trepça within a day. Minister Rozeta Hajdari has signed it immediately and instructed the officials of the Ministry to transfer the funds at the account of the enterprise. However, financial officials have encountered obstacles due to the lack in documents.
The management of the enterprise has not reported as required for the previous subsidies, as it should to ensure that the funds are allocated according to the agreements and without discrimination – same for the miners in Leposaviq, as well as for the miners in Stanterg and Artana. This situation has forced the officials to investigate the matter in detail, but it has not caused such delays that could become a reason for miners' dissatisfaction.
We remind you that the enterprise has mismanaged the subsidies before, when with the money given for electricity in December 2019, other debts have been paid. In March 2020, to the enterprise was given additional subsidies for miners' salaries, while the management has incorrectly typed the accounting number of the enterprise, causing delay in delivery of funds. In presenting the request for subsidies, the management has mixed up the energy operators of KEK and KEDS, creating a wrong impression for the obligations towards these operators.
Unprofessionalism in communication while drafting the new agreement for subsidies is a continuation of the violations and mistakes of the past. Whereas, the decision of the temporary supervisory board is an independent decision, in which case the Ministry has been informed only after the decision.
