Explanation from MIET

For the sake of accurate, fair and unbiased information, the Ministry of Industry, Entrepreneurship and Trade, specifically the Office of the Deputy Secretary General, informs the public as follows:

The Office of the Deputy Secretary General at MIET has submitted requests for initiating disciplinary proceedings against civil servant Mr. Arian Krasniqi – Senior Officer for Tourism Standards and Quality, and civil servant Mr. Ermal Kutllovci – Officer for Oil Quality and Oil Products, due to serious violations of duties and responsibilities.

The initiation of disciplinary proceedings against civil servant Mr. Arian Krasniqi follows repeated violations, including the dissemination of false news about MIET to the public, published by portals, furthermore giving his personal and false judgment, and fabricating situations of meetings with senior MIET management.

Another violation is the overpassing of institutional hierarchy, as evidenced by the attendance report/evidence of entry-exit for the period January-December 2023 for the aforementioned civil servant, which presented numerous and unjustified delays.

The actions of civil servant Arian Krasniqi have severely undermined the reputation of the civil service and the image of the MIET institution, as he is employed in this Ministry and daily distributes posts to the public on social networks, using harsh, derogatory and false language, with serious insults towards state institutions, which are in complete contradiction with the provisions of Article 25 of Law No. 08/L-197 on Public Officials, as this article defines political rights, allowing public officials to participate in political activities, be members of political parties, run for central and local elections, but this article and these legal provisions do not in any way give the right or allow civil servants to insult, offend and slander.

Meanwhile, the initiation of proceedings against Mr. Ermal Kutllovci has come after recurring serious disciplinary violations, including overpassing hierarchy, competency and issuing information he was not allowed to according to the applicable legislation, as well as offensive content against the MIET management, including prejudices and assessments of processes, documents and situations without basis and argument.

In addition to the aforementioned violations, Mr. Ermal Kutllovci has rejected to sign the confidentiality statement, a legal obligation according to the applicable laws, which only entails the preservation of state secrets, in this case, information related to state reserves as provided by the relevant law, and he has endangered the compromise of secret data by distributing and commenting on the information he has obtained during his tenure at the Office of State Commodity Reserves, an action that contradicts the provisions of Law No. 03/L-244 on State Reserve Goods, Law No. 08/L-175 on Protection of Classified Information, Regulation No. 03/2019 on Procurement for Defense and Security Purposes, and Government Decision No. 01/65 of 26.02.2022.

Furthermore, civil servant Mr. Ermal Kutllovci has repeated several disciplinary violations where, referring to the attendance report/evidence of entry-exit for the period January-December 2023, numerous and unjustified delays have been recorded.

The Ministry of Industry, Entrepreneurship and Trade remains committed to the equal treatment of all civil servants, respecting their rights and obligations derived from the work regulations according to the relevant applicable legislation.
