First public meeting for discussing the initial draft of the Concept Paper in the field of competitiveness

In the light of improving the legal framework that determines the rules and measures for protecting free and effective market competitiveness, the Government of Kosovo has initiated procedures for drafting a Concept Paper in the field of competition. More specifically, this procedure is led by the Ministry of Trade and Industry (MTI) in cooperation with Kosovo Competition Authority.

The first public meeting to discuss the initial draft of the Concept Paper in the field of competition was held based on this initiative. This meeting was attended by representatives of institutions of the Government of Kosovo, businesses and business associations. The meeting was organized by the Department of European Integration and Policy Coordination in MTI, and led by Mr. Bleron Menzelxhiu, Head of the Division for Policy Coordination. 

The purpose of the meeting was to inform businesses and stakeholders regarding achievements made thus far in the light of preparing the initial draft of the Concept Paper in the field of competition. Initially were presented the causes and effects of amending-supplementing the law on competition that the working group had prepared and, during open discussions, the attendees had the opportunity of making comments, suggestions, or present current problems faced in the market, either technical, legislative, administrative or other problems.

The issues discussed and debated were related to the re-defining of the percentage of prevailing market position, executive decisions of the Kosovo Competition Authority, specific issues related to specific Articles in the law, time limits for commencing procedures, and harmonizing the legal framework with that of the acquis.

Particular emphasis was placed on the description of the methodology and process for drafting the Concept Paper. This methodology is based on the Guideline and Manual for Drafting the Concept Papers, compiled by the Government Coordination Secretariat, which defines the manner how a Concept Paper should be drafted.

Finally, the participating parties agreed to contribute to the process of drafting the Concept Paper in the field of competition by giving their written comments regarding issues they believe should be further addressed, and which must be part of future public discussions for the purpose of finalizing this document.

The meeting took place in the Government Building, Room P-38, at 10.00h.
