Today, in the parliamentary session, has been approved, the Law on Interim Measures of Essential Products in Special Cases of Destabilization in the Market.
The Law on Interim Measures of Essential Products in Special Cases of Destabilization in the Market, drafted and proposed by the Ministry of Industry, Entrepreneurship and Trade in cooperation with relevant actors, applies to authorities and economic operators that trade essential products and aims to eliminate the effects of unreasonable price increases as well as lack of essential products in the market.
Essential products under this law are: cereals, wheat flour, bread, rice, pasta, edible sunflower oil, milk, kitchen salt, chicken eggs, chicken meat, crystal sugar, personal hygiene products, and firewood logs.
This law includes temporary safeguard measures that will be taken in special cases of destabilization in the market; the reasons for assigning these measures; supervision for the implementation of this law as well as sanctions against any violator of these measures that are included in this law.
Among the interim safeguard measures in special cases of destabilization in the market, based on real evidence and analysis, are:
– limiting the quantity sold to the consumer within the specified period;
– prohibiting the removal of product from sale;
– determining the trade margin for whole-sale and retail sales;
– setting the maximum allowed price;
– obliging economic operator to maintain certain part of the product stock;
– obliging economic operator to supply and offer for sale essential products as before the imposition of protective measures;
– prohibiting, restricting export;
The aim is to stop abusing with price increases in order to rise profitability. The draft law is in accordance with the Constitution of the country and any decision taken according to this law will be in accordance with the bilateral protection commitments that Kosovo has taken within SAA and other international agreements.
