Inspections reform in the Republic of Kosovo

Today was held the first coordinating meeting where it was discussed on the action plan and deadline
for undertaking the general inspection reform in the Republic of Kosovo.

Participants in this meeting were representatives of relevant institutions as well as representatives of

the inspection sectors, who provided their ideas and suggestions on this plan.

The meeting was chaired by Agron Maxhuni, Acting Secretary General at MTI, who informed the

participants about the steps undertaken so far to initiate the inspection reform process in the Republic

of Kosovo. He underlined that the main purpose of this reform is the functionalization of inspections in

compliance with the constitutional standards and principles, as well as pursuant to legal provisions in

force. According to Mr. Maxhuni, it is now clear that, after many analyzes carried out in this field,

inspections in Kosovo need to be reformed.

Kosovo has a large number of inspection agencies (36 business inspections at the central level and some

business inspections at the local level) with or without dependence and/or coordination between them.

The current operation of the inspection units is done based on over 150 different acts governing the

work and organization of inspections, often with overlapping provisions and unclear enforcement

powers. Also, poor coordination between inspections of all state administration institutions has resulted

in many individual visits to businesses by inspections, and little or no joint visits. These inspections

become as a burden to businesses, having about 22 business visits per year. There are no unified

inspection procedures or joint inspection planning in state administration institutions and subordinated

agencies.

Given these findings, the Government of the Republic of Kosovo has decided to initiate a comprehensive

inspection reform process. This important reform process has received the full commitment of the

Government and other relevant institutions.

Such meetings, on the functionality of this reform plan, will now be held on a regular basis.
