According to the recommendation of the Intergovernmental Commission for the Evaluation of Safeguard Measures on Imports and pursuant to the relevant law in force, the Ministry of Industry, Enterprise and Trade takes a decision on the termination of the anti-dumping safeguard measure on the poultry and animal concentrate production sector from Serbia.
According to the report of the Intergovernmental Commission for the Evaluation of Safeguard Measures in Imports, it is said that after accepting the request of the Kosovo Poultry Association, for the repeal of the relevant measure in force, as well as the request made by or on behalf of the local producers of Kosovo for the expansion of the customs codes in the complete head, the Ministry of Industry, Enterprise and Trade, respectively the Department of Trade, in cooperation with the Evaluation Commission of Special Import Duties on Imports, have reviewed these two requests and have also held meetings with the Kosovo Association of Poultry, with the production companies, with the Customs of Kosovo, and the KAS.
Based on the data obtained in the field from the producers, importers as well as from the points of sale, it has been established that the local production does not meet the main condition for protection with the anti-dumping measure, because the amount of local production of this product is less than (50%) of the total production of the similar product. Therefore, the production of this product has not met the condition provided for in paragraph 6 of Article 28 of Law No. 04/L-240 on Antidumping Measures and Countervailing Measures.
According to KAS and FVA, in Kosovo there are only 2 licensed producers for the production of concentrates for poultry and animals, which results in the failure to meet the needs of the market in the Republic of Kosovo with the relevant products, therefore the aforementioned Intergovernmental Commission has recommended the termination of this measure.
The Ministry of Industry, Entrepreneurship and Trade remains committed to the protection of local producers and the preservation of healthy competition in the Republic of Kosovo.
