In the first panel of the forum Center of Excellence in Finance (CEF), which focused on Structural Reforms as an Important Mandate of Public Institutions, there was a discussion about the importance of systematic management of the knowledge that directly affects the capacity of institutions to meet their mandate.
Participants were high-level representatives from international organizations along with finance ministers, line ministers, and governors of the central banks of Southeast Europe (SEE). They discussed the importance of sustainable investment in human capital to create competitive advantages within the public institutions in the region.
Discussions took place in the framework of the implementation of structural reforms with a special focus on the Economic Reform Programs of EU candidate countries and potential candidates.
Structural reforms are essential measures that change the structure of an economy and the institutional and regulatory framework in which businesses and people operate. They are designed to ensure that the economy is adequate and able to realize its growth potential. So by tackling the barriers efficiently and fairly, they should help increase productivity, investment, and employment.
Given the current economic structure of Kosovo, Minister Hajdari stated that the Government of the Republic of Kosovo has oriented structural reforms aimed at a functioning market economy and increased competition, which are also reflected as the main pillars of the Government Program 2021-2025.
In this regard, Minister Hajdari said that the Economic Reform Program includes 20 measures for structural reform, where 8 of them will be implemented by the Ministry of Industry, Entrepreneurship, and Trade of the Republic of Kosovo. She elaborated on the interventions that the Government of the Republic of Kosovo is making in relation to structural reforms, for: a) improving the environment for doing business and reducing the informal economy; b) improving the environment for research, innovation, and entrepreneurship; c) digital transformation; d) green transition; e) development of agriculture, industry, and services; f) economic integration reforms; g) transport network reforms; h) reforms in education and skills and for i) social protection and inclusion.
Minister Hajdari concluded that with the undertaken legislative reforms in line with EU legislation and directives, and economic growth with competitive investment advantages, confidence in the rule of order and law, the growth of democracy and economic growth has increased, resulting in an increased interest for investments in the Republic of Kosovo.
