Minister Rozeta Hajdari has made a decision on engine oils

The Ministry of Industry, Entrepreneurship and Trade (MIET) announces that Minister Rozeta Hajdari, on 05.11.2021, has taken a Decision on engine oils (published in the Official Gazette of the Republic of Kosovo, on 09.11.2021).

The Market Inspectorate, which operates within MIET, in support of good policies and governance with a clear mind and clear hands of the Minister of Industry, Entrepreneurship and Trade, Rozeta Hajdari, has started controlling the internal market of engine oil products and in this case has encountered engine oils without origin, that means that have entered in the domestic market illegally (as a result of smuggling of goods). Then based on the testing results and verification of samples it turned out that there are discrepancies in composition and quantity stated on the product label.

In the Republic of Kosovo so far there has been no will to regulate this field with such weight and importance since with the legislation in force engine oil products enter the group of products that pay excise. Also, with the discrepancy of the declared composition and quantity, the consumer has been deceived and the fair competition in the market has been violated, and above all, the state budget has been significantly damaged.

Therefore, as a result of this decision, the Market Inspectorate has seized thousands of litres of engine oils, which have been encountered in the market in violation of applicable laws. While in cooperation with the Customs of the Republic of Kosovo, samples of engine oils are being taken at all customs points to verify the declared composition. Also samples of engine oils are being sent to the Kosovo Metrology Agency for verification of the declared quantity.

This process since sampling, testing and verification in the laboratory is without any financial cost for businesses.

Minister Rozeta Hajdari, since the first days of receiving the mandate, has repealed the articles of the Administrative Instruction No. 09/2020 on the Control and Quality of Petroleum-Derived Liquid Fuels, which had established too costly procedure for businesses for testing.

MIET, respectively the Market Inspectorate will continue with the control, testing and verification of engine oil products, in close cooperation with economic operators and other bodies responsible for overseeing the implementation of applicable laws and regulations.

MIET guarantees responsible consumers and businesses that products that do not meet legal requirements will not be allowed to circulate in the internal market of the Republic of Kosovo.
