The Draft Law on Interim Measures for Essential Products in Special Cases of Market Destabilisation is Approved in Principle

Minister of MIETI, Mimoza Kusari-Lila, during the elaboration of the Draft Law on Interim Measures for Essential Products in Special Cases of Market Destabilisation, in the Economy Committee of the Assembly of Kosovo, explained that this Draft Law aims to create legal mechanisms for setting ceiling prices in situations of market destabilization.

The Minister emphasized before the Committee that this Draft Law was prepared in accordance with the recommendations of the Constitutional Court and brings a new, clearer and more sustainable approach to consumer protection.

According to her, the Draft Law foresees two main measures: determining the trade margin for wholesale and retail sales, as well as setting the maximum allowed price for basic products in special cases.

She explained that for the first time it is foreseen the establishment of an Independent Price Regulation Board, which will be appointed by the Parliament and will have a decisive role in dealing with cases when there are large price fluctuations in the market, explaining that this board will only meet in emergency situations and will be based in the Ministry of Industry, Entrepreneurship, Trade and Innovation.

Minister Kusari-Lila has reaffirmed that consumer protection, maintaining fair competition and institutional response to market crises remain our priorities.
