The Draft Law on Consumer Protection and the Draft Law on Central Market Surveillance Inspectorate
1. With the Law on Consumer Protection, we will create a safe environment with a social guarantee, where all the products and items that our consumers want to buy for their and their families’ exclusive needs are of high quality and safe.
The priority of this draft law is to empower consumers in the Republic of Kosovo, protect the economic interests of consumers in terms of safety, choice, quality, price, variety, availability, provide consumers contemporary market surveillance and transparency, and effectively protect consumers from risks and threats which they cannot handle and resolve individually.
The draft Law on Consumer Protection has been drawn up in accordance with the recent amendments that the European Union Directive (EU 2019/2161) has undergone regarding the better implementation and modernization of consumer protection rules, as one of the fundamental freedoms defined in the Treaty on the Functioning of the EU.
2. The draft law on Central Market Surveillance Inspectorate, within the framework of the inspection reform, aims to regulate the activity of the Central Market Surveillance Inspectorate, and defines the organization and competences of the market inspection surveillance in the entire territory of the Republic of Kosovo. The Central Market Surveillance Inspectorate is of particular importance, with inspection functions in the protection of public interest, combating informality, eliminating unfair trade practices, guaranteeing the safety of all products circulating in the domestic market, protecting consumers from commercial abuses, as well as guaranteeing a free market with fair competition.
With the recent approval of the supplemented and amended Law No. 06/L-037 on Metrology as part of the inspection reform, today's approval of the Draft Laws on Consumer Protection and on Central Market Surveillance Inspectorate, the finalized drafting of the Draft Law on Internal Trade, we are fulfilling our promise for the inspection reform, consumer protection, public interest protection and guaranteeing a free market with fair competition.
