The first meeting of the Working Group on the revision of Administrative Instruction (MTI) No. 01/2018 on the Distribution of Financial Means from Economic Categories of Subventions and Transfers was held at the Ministry of Industry, Entrepreneurship, Trade and Innovation (MIETI).
Minister Kusari-Lila emphasized that this process aims to reshape the Ministry’s approach to subsidies and grants, so that they better serve the mobilization of private capital and the promotion of investments with an impact on the economy.
The Minister of Finance, Mr. Hekuran Murati, was invited and participated in this meeting, who shared his views with the members of the Group and presented the efforts being made to advance the legal framework and improve the management of this budget category through the new Law on Public Finance Management.
The Minister stated that there was a discussion on the importance of linking grant schemes to industry and trade strategies, simplifying and automating the application, using objective criteria and artificial intelligence in the evaluation, as well as involving the Kosovo Credit Guarantee Fund and commercial banks, so that public support is oriented towards investments that increase production capacities, employment and exports.
The Working Group includes representatives from the Office of the Prime Minister, Ministry of Finance, Kosovo Credit Guarantee Fund, Anti-Corruption Agency, as well as representatives of civil society organizations and business associations.
Work will intensify in the coming weeks, with the aim of finalizing the draft by September and laying the foundations for a new and more efficient approach to supporting businesses.
