The government approves three proposals from MIETI regarding industrial development and trade facilitation

At the third meeting of the Government of the Republic of Kosovo, three proposals from the Ministry of Industry, Entrepreneurship, Trade, and Innovation (MIETI)—presented by Deputy Minister Fatban Bunjaku—were approved; these proposals concern the elimination of trade barriers, the establishment of industrial parks, and the implementation of policies for industrial development and business support.

Under the Program for the Elimination of Trade Barriers (2021–2025), the Draft Annual Report for 2024/2025 was approved; this report outlines progress made in reviewing legislation and identifying unjustified trade barriers.

As part of this process, 248 non-harmonized legal acts were repealed or annulled in 2021, while dozens of legal acts were reviewed between 2022 and 2025, resulting in recommendations to amend, supplement, or repeal provisions that create trade barriers.

The process aims to gradually harmonize Kosovo’s legislation with European Union rules and facilitate the free movement of goods. Furthermore, the Government approved the Draft Administrative Instruction defining the procedure for establishing Industrial and Technological Parks.

This act, issued pursuant to Law No. 08/L-208 on Industrial and Technological Parks, establishes clearer and more transparent procedures for the creation of such parks.

Establishing a standardized framework will contribute to the development of industrial and technological infrastructure, the improvement of the investment climate, and the creation of more favourable conditions for production, innovation, exports, and both domestic and foreign investment.

At the same time, the 2026–2028 Action Plan for the Industrial Development and Business Support Strategy 2030—drafted by MIET in cooperation with relevant institutions and the private sector—was also approved.

The plan encompasses 67 activities across the areas of regulation, government incentives, information-based interventions, and public asset management, focusing on expanding industrial production, reducing the industrial trade deficit, creating better and more inclusive employment, developing the green industry, and increasing domestic value.

A key priority is the development of modern industrial parks, improved access to finance for manufacturers with export potential, human capital development, digitalization, and investments in green technologies.

The three approved initiatives are part of MIETI’s efforts to create a more favourable business environment, boost domestic production and industrial competitiveness,

and gradually align Kosovo’s policies and legislation with European Union standards.
